On April 25, 2020, China’s Ministry of Commerce (MOC), General Administration of Customs (GACC) and the State Administration for Market Regulation (SAMR) jointly announced the strengthening of the quality control measures on exports of non-medical masks and certain medical supplies. These will be effective on April 26, 2020.
The quality control measures for non-medical masks include:
- Exports of non-medical masks shall conform to the quality standards of China or the foreign countries.
- Products and manufacturers that have non-conforming records with the SAMR are not allowed for exportation. A “Non-conforming List of Producer/Products” will be published and updated by SAMR on its official website: samr.gov.cn.
- Products and manufacturers that are certified by foreign quality standards will be published and updated on MOC’s designated third party website: cccmhpie.org.cn. Customs will release cargo based on this “Conforming List of Producer/Products.”
- At the time of customs declaration, both the exporter and the importer shall submit a joint statement in electronic or written form to confirm that the products conform to the quality standards of China and the destination country. The importer accepts the quality standards of the purchased products and confirms that it will not be used for medical purposes.
The quality control measures for exports of certain medical supplies including coronavirus test kits, medical and surgical masks, surgical protective suits, ventilators, and infrared thermometers include:
- Products and manufacturers that are certified by foreign quality standards will be published and updated on MOC’s designated third party website: cccmhpie.org.cn. Customs will release cargo based on this “Conforming List of Producer/Products.”
- An updated bilingual statement form from the exporter committing to the compliance of the destination country’s quality standard is required.
The above quality control measures for the exports of epidemic prevention materials will be adjusted as needed according to the development of the epidemic situation.
