On September 1, 2020, in Cargo Systems Messaging Service (CSMS) #43828656, U.S. Customs and Border Protection (CBP) issued guidance on the Section 301 List 3 product exclusions and amendments originally announced in Federal Register Notice (FRN) 85 FR 52188.
Two product description based exclusions were added. They can be claimed under 9903.88.48.
- “Wallets, whether or not with wrist straps, of reinforced plastics, each measuring at least 17.5 cm long by 2 cm wide by 11 cm high and not more than 19 cm long by 2 cm wide by 11 cm high (described in statistical reporting number 4202.32.1000)”
- “Mixtures containing N,N-dimethyldodecan-1-amine (CAS No. 112-18-5) and N,N-dimethyltetradecan-1-amine (CAS No. 112-75-4) (described in statistical reporting number 3824.99.9297)”
Eight technical amendments were made to exclusions under 9903.88.33, 9903.88.38, and 9903.88.46. These changes are outlined in the FRN.
The new exclusions and the amendments are retroactive to September 24, 2018 and apply through August 7, 2020.
